Mass heath care insurance

my friend's brother died of cancer back in January. He was on a mass health care insurance. when he died that state of Massachusetts put a lien on his house, because they wanted the money back that was used to treat him while he was in the hospital. now i hear that the bombers in boston was on the same health care plan. will they have to put back the money too?
