22 caliber pistol as a gift to a 5 year old

i just heard this on tv and i searched it on the net. a five year old boy was given a pistol as a gift and he accidentally shoot his sister. this is the first time i've heard that parents give toys (?) known to be dangerous to their kids. they said that the pistol is specifically made for kids. oh really???? now what is happening to us people? do you mylotters think that making pistols for kids is right? would you give one to your child as a gift?
