how to deal with stubborn sister?

Good day to all! I would like to ask advice from you guys here in mylot regarding my sister she is so stubborn i don't know how to descipline her even my mother hand's up on her because of her attitude. She always like to hanging out with my friends, she always use her cellphone every minute, she always in front of her computer day and night she don't even care for my mother to help household chores. I just got this from my mother, my father is not here he is working abroad. I don't know how to handle this kind of sister although is it okay at her age to have friends, using most of the time her cellphone and sometimes in front of computer but the problem is she's not listening to my mother anymore, she always wanted to out whatever she wants. I am not staying with my mother because i already have my own family and my house are quite too far to visit them everyday. Please help me on this. I don't know how to descipline my sister anymore.
