how to verify EON card in solidtrustpay?

i've been planning to join an investment site but they only accept stp. i've created stp now, but am only account verified, i've linked the card, but it still is not active, I need to deposit 2$ to stp from eon, how do I do it? can people from philippines still do that,will they accept my 2$ deposit?
