What Do You Think of President Obama's Climate-Control Plan?

I think it's a little too 'trickle-down,' not enough 'grass roots.' I haven't 'read' the plan (an info-graphic after an 'announcement' from a sponsor), but it looks like it's mostly plans to implement manufacturing limitations & changes as judged by the Environmental Protection Agency. But I think a more-efficient way would be to replace waste-making things with new inventions (like wind-energy or a power-generator based in an exercise-machine or automobiles powered by pedaling devices).
