How do we make a dog friendly to people?

We bought a little dog last year from "puppies for parole". He used to be a breeder dog. Supposedly he had been trained and was ready to be released to adoption. He is so much better now as far as he can run loose in and out of the house. We no longer have to have him on a leash. The problem is that we cannot get too close to him and he will not come around us. He doesn't seem to have any interest in any human contact. We would so much like to be able to love him and pet him as we do our other dog. Any insight on this would be greatly appreciated.

Don't force the dog, it will already have big problems to get used to the complete other life style (might be bad in your eyes but a safe (what we know is safe) situation for the dog. Each day the same ritual (feeding/let the dog out etc) will make the dog feel safe/saver. Just a tap on the head will do plus hair brushing for example. Say "hi" if you pass by. It will take (a lot of) time but it it possible your dog will never be that close to humans as you like/wish. It's the same with people, some like people, some love to be on their own.
