Male dog not going pee

the dog might be sore, also the medications they used to put him to sleep while they did surgery can affect his bodily functions for up to a week. He should be piddling a little bit within 24 hours, hopefully by now he's feeling better

I think it is somewhat normal because they usually have dogs fast before that sort of surgery. The temperatures haven't been as hot as usual today, but it's possible that he could be a bit dehydrated if they didn't give him a lot of fluids during/after the surgery. It's also possible that he doesn't want to urinate because of pain in the area. There are quite a few 24-hour vets in the Phoenix Metro area. Try to find one that's close to you and give them a call. Even if you're not one of their clients they should be able to answer questions and give you a better idea of what may be going on with your dog and if you need to bring him in for an evaluation.
