Punishment? I thought it was a tax!

Why do I keep hearing that people will be or shouldn't be punished if the Obamacare website isn't working? Why do they keep referring to a TAX, as a penalty, fine, or punishment? When was paying taxes a punishment? Yeah at times it feels as though the more you work, the more you get taxed is a punishment, but I thought it was a citizens duty! Oh well here's to being punished for being American. Cheers!
