You have to learn or else your friendship might be in trouble.
People that always borrow and never repay like that tend to have bad spending habits. It's why they always borrow. You're only enabling the problem. It's not always a bad thing to say no.

but how to refuse without being rude about it or burning any bridges?

Say that you don't have the money or just be upfront and say no. It's not rude and it's normal to feel a little guilty, but it's not your problem. It's his problem and he has to learn to deal with it properly.

I have heard a lot of my friends with the same experience as that of yours. I couldn't really advice so much, because I have not been placed in the same situation. err, on second thought, I guess I have... But you know in my case once was enough for her to create a bad record in my list of people that I could not trust. I know it's just some money and it could be replaced easily unlike the friendship. But if the other party did value the friendship, they should know better and return the hard earned money to the respective people they borrowed it to.
I remember my friend's life principle... He told me that he never lends money even to his closest friends and family.. Why? Because, once you lent money and they don't pay on time, you get upset with them and if you ask them to pay up, you upset them.. either way, the relationship is broken.
Anyway, going back, I think it's not just going to make you poor, it will also stress you out! ^_^ Regards!

It is better to say NO at the first instance rather than repenting later. Always learn a lesson from your mistakes. All the best.
