Does laser hair removal work as well on brittle hair

I am a lot hairier than most and have been all of my life. When I went to get my underarm waxed most of the hairs didn't come out so had to be tweezer and grew back within a week instead of well over a month like it should, plus I am only 15. So I was just wondering would it be a waste of money considering its so expensive and it may not work as my hair is so think and grows back practically the next day.
