Recruitment: Qualification or experience is important?

I’m in the process to get new staff for my department but I’m having hard time to decide between degree holder candidates or 2 years experience candidate?

I would go for the person with the experience but keep the other one on your list in case you need to recruit again.

That is exactly what I plan right now
I keep the other one for different post but the one that suppose to have interview yesterday didn't turn up
I have to look for more candidates but in my line they usually will run away after 1 month
