Dark circles? Red veins under my brows? What is this!??

I know this does seem like a stupid question but this has been concerning me ._. No matter how much sleep I get or water I drink I still have those horrible things under my eyes. I have tried cucumbers, cold spoons, potatoes, nothing has worked. I've had them my whole life but I'm the ONLY person in my family who has them so it can't be genetic. I've never had a problem with puffy eyes, they're quite deep but only slightly. I have never met anyone who has darker under eye circles than me, they're dark from the inner to the outer corner of my eye. I don't even have allergies. My dark circles are like a greyish/brown colour I do suffer from lazy bowel syndrome and I've had it ever since I was a baby but I'm not sure if that has anything to do with it. Concealer doesn't help one bit because at the end of the day it always come off. The worst part is that I have naturally pale pale skin and so it stands out even more. This is the only thing that lowers my self esteem.
Also, below my brow bone I have this red discolouration, you can also see veins. This is only visible when I pull my eye brow though, I'm not sure is this is normal. I'll put up a photo but you can't see it very well because the lighting is quite bad :/ sorry.
I'm 15 and had this problem with my entire life besides from when I was a baby/toddler. Does any one know what it is and how I can get rid of it?

No matter its not related with genetics or taking water in large ratio. Then it will come to your regular diet chart. You must consult doctor to follow certain food procedure that will be more effective on your face.
