"Minority obey Majority" is a kind of power. Each kind of power requires restriction.
We should develop a rational system first. Majority can only offend minority when its behavior don't violate the system.

It may be normal by many people's standards, but in truth it is neither normal or a part of a democracy. Your thinking implies that those that have may always take advantage of those who do not.
