Speaking English and writing English are two rather different things, though, of course, they are intimately connected. I know several people who write very good English but have difficulty in speaking it.
The best (and probably the only) way to learn is to not be afraid to practice your speaking and writing where ever you can. Have confidence in yourself and don't apologise for your 'bad English' unless is clearly causing difficulties in communication ... better still, NEVER apologise but always be ready to be corrected and to learn!
MyLot is one good place to practice writing English because one of the 'rules' (called 'Community Guidelines') of the site is that no member should criticise another for imperfect English. Of course, if you ask for help or clarification on something - a point of grammar or the meaning of a word, for example, that is quite different: you will find several members (myself included) very ready to help you.
Another good place to post your own original writing (and, possibly, to ask for help with particular grammar or vocabulary problems) is Bubblews. You can post almost anything there, provided that it is in English, in your own words and more that 400 characters - that is, about 100 words. Unlike MyLot (which ended its earnings program over a year ago), you can actually earn quite good money there. You will be paid according to the number of views, likes and comments you receive. You can read my short review of it in the link below (and please 'follow' my blog because I shall be adding more in due course!).
You may still find MyLot useful, however, because you can post links to your articles in Bubblews and thereby get some views (and possibly likes and comments) from doing so.

Of course, I would be failing in my duty if I did not also mention my Guide to MyLot!

As Owlwings says there are English people who cannot write or read English and who's speech is not perfect, please feel free to practice your English as often as possible, it will come with time and practice, most people would be happy to help you improve, English TV and radio are useful in learning our language, as are children's books, which my sister uses to teach German Student's with good result's.
I look forward to reading your bloggs.
