It’s not easy to do because a successful massacre requires preparation, experience and systematic implementation. A massacre is rather like a surgical operation, the success of which depends on the skill of the surgeon, the accuracy of his diagnosis and his ability to use his fingers correctly and effectively. Here are the steps necessary for carrying out a successful massacre: First, understand what massacre means. What’s the difference between controlling a demonstration and carrying out a massacre? In the first case you send your forces in to control the demonstration in full view of everyone, whereas a massacre is a special and exceptional operation, a specific message aimed at a particular group of people. A massacres targets a specific group such as football fans, Islamists or socialists rather than people in general, so it has to be planned so that public opinion doesn’t sympathize with the victims. In their attitude toward the massacre, people must fall into two categories: one group doubts it happened in the first place, while the other group admits that some excesses took place but say the victims were responsible for what happened to them. A successful massacre goes something like this: You meet your rival in a crowded place and you smile at him as if he’s an old friend, then you go up to him and whisper some outrageous insult in his ear so that no one else can hear. Your rival will then flip out and try to attack you in response to the insult that no one else heard. Those present will all intervene to defend you because they don’t think you committed any offence that would justify such an attack. Second: define your objective carefully. The objective of any massacre can be summed up in three words: breaking their will. You need to terrify the rebels until they realize that rebellion bears a heavy price, so they give in and become obedient. At particular moments planning massacres is essential. When revolution breaks out and the people are taking part in it, it’s not possible to crush millions of people, so the rebels have to be divided into groups and a massacre has to be organized for each separate group so that in the end you break the will of the people as a whole. Another example … before rigging elections it’s useful to carry out a massacre against politically active elements, those who will go out in the streets to demonstrate and stage sit-ins in protest at the rigged election results. They have to be intimidated, dragged along the ground and killed early. After that, if the elections are rigged, you won’t find anyone standing in your way. You’ll be surprised at the result, because a successful massacre can have a magical effect. Even the toughest and bravest rebels, when they are abused and humiliated, when they see their colleagues killed before their eyes, might lose their courage and turn into frightened and submissive citizens. Third: be careful. Your troops shouldn’t carry out the massacre in uniform. That would cause problems. There’s nothing worse than a picture of a soldier in uniform killing or beating his fellow citizens. Do what you want without showing your face in the picture. The people who carry out the massacre must wear civilian clothes. Whether they are your soldiers or hired hands, the result is all the same. There will be hundreds of unidentified people attacking the demonstrators to beat them up, drag them along the ground, kill them and molest the women. After that who would dare accuse you of planning the massacre? It will look like a skirmish between two unidentified groups. It’s best to have your soldiers appear on camera and act as if they are trying to break up the skirmish and save the victims. Fourth: set up public opinion to accept the massacre. This is an important step. You have to prepare people by inventing crises before the massacre – a complete breakdown in law and order, shortages of fuel and foodstuffs, drastic price rises that make it impossible for people to live. People who are worn out and frightened will be more receptive to the massacre than people who are at ease and investigate the truth about events. Your soldiers in preparing public opinion are the dozens of journalists who work for security in return for money and jobs they obtain from you and who have no scruples about doing anything to please you. They have a whole rangerof effective methods, from staged phone calls from viewers, letters from fake readers, inventing incidents and bringing in strategic experts who repeat falsehoods with complete gravitas. These journalists will be able to make up the strangest and most improbable lies but they will repeat them until people finally believe them. Fifth: make sure you’re covered on the moral front. The journalists can’t help you hide the massacre unless you have “moral cover” for it. You have to entice the demonstrators into an area that somehow represents the state: a ministry such as the interior ministry for example. It’s easy to slip your own agents in among the demonstrators to encourage them to head toward the ministry building. At the same time your own forces have to clear the way so that the demonstrators can get as close as possible to the building. Make sure you don’t protect the building in the usual way. You know of course that any building in the world can be protected against demonstrators very simply: two high fences of barbed wire with a 300-metre gap between them. Then no demonstrator can storm the building or even get close to it. Make sure you don’t defend the building in this way. On the contrary, open the way for the demonstrators and encourage them to come close. If you do use barbed wire, make sure it’s low and in poor condition, so that any child could easily get across it. At the same time start your media war in the newspapers and the television channels. Everyone must talk about the prestige of the state, as represented in the ministry building that the demonstrators want to storm. People must hear and read that there is a conspiracy to bring down the state, carried out by treasonous demonstrators serving foreign agendas financed from abroad, by storming the interior ministry. This campaign will create indignation against the demonstrators and this you must exploit by issuing an urgent statement asserting that public institutions are the property of the people and no one would attack them except those who are traitors to their country and agents of foreign parties. End the statement by calling on the demonstrators to spare the property of the people and go back where they came from, and warning them against storming public facilities because you will never allow it. The statement should have the tone of a kind-hearted father who is patient with his children’s mistakes but may at some stage have to treat them severely. All this will mobilize public opinion on your side. Sixth: choose zero hour. Don’t start by hitting the demonstrators. That would be a serious mistake. Send your agents to the other side to slip in among the demonstrators and move closer to the ministry, and give your forces an order to withdraw from in front of them. It’s best to have your agents photographed throwing petrol bombs towards the ministry building. This picture must be on the front page of the newspapers, and in the news programmes the first item must run thus: “Demonstrators threw petrol bombs this morning at the Interior Ministry.” At the right moment give the starting signal. Your men in plain clothes will then rush in to finish off the demonstrators while your uniformed forces close off all escape routes. Your men must be armed with knives and guns. Make sure your instructions are clear. The demonstrators must be finished off without mercy. Charge up your men with emotive words such as “Those demonstrators are foreign agents… They get money from our enemies in order to sabotage our country… Prove you are men… Hit them… Kill them… Do what you want with them.” The woman need to be sexually assaulted. This is the best way to break their will. However much your men beat a woman, it might make her more stubborn and she might think she’s a hero. But if they strip her naked in front of men who are making fun of her and groping all parts of her body, the woman will definitely break. She’ll lose her self-respect. She’ll feel she has lost her dignity forever. After that she won’t be able to hold her head up and she certainly won’t take part in any more demonstrations or protests. The detainees must be used to set an example. They must be made to stand stark naked and be constantly beaten. Pressure must be put on them by giving them electric shocks and putting sticks up their anuses in front of their colleagues. They must lose their dignity once and for all, and after that they will never oppose you. During the massacre the media will say repeatedly that unidentified people clashed with the demonstrators, that both sides were armed and that your forces were trying to disengage them and protect state property. This tone in the media will drive people to accept any number of victims. Many people will say that the dead and injured were responsible for what happened to them. They will wonder why the demonstrators wanted to storm the interior ministry and why they went there in the first place. They will ask why the women who complain of sexual assaults joined the demonstration, when they should rather have stayed demurely at home. Seventh: create an additional disaster. This is a tested and assured method. During the massacre some of your men go and set fire to a nearby museum or any historic building. At that point the media will carry pictures of the historic building being devoured by flames (of course, fire trucks will be prevented from reaching it). The journalists will wail and scream, call for help and beat their chests in grief at the great heritage that is burning. People will be saddened at the destruction of a national landmark and their sadness will soon turn into anger with the demonstrators responsible for all this destruction. Upright citizens will inundate the media with messages calling on you to strike with an iron first against treasonous saboteurs. Now that you have carried out the massacre and managed to break the will of those who stand in your way, you must restrain yourself. Hold a press conference to say how deeply you regret the loss of life because they are all citizens and their blood is precious. Announce that you are opening an extensive inquiry immediately to take the necessary measures. In the end it’s best to say a few moving words about the prestige of the state protecting public institutions, and then appeal to upright citizens not to let infiltrators into their midst to sabotage our precious country. Then call on them to refrain from demonstrating at this delicate stage in the country’s history to devote themselves to reviving the economy and bringing about stability. Democracy is the solution.
