I got a ploblem on grammar

I am confused while reading a book. There is a sentence here I think maybe it's wrong in grammar. This sentence is " Women are not only allowed, but play a very important role in the Olympic Games". But I think it should be" Women not only are allowed, but play a very important role in the Olympic Games". So which sentences do you think is correct and why?
