phone the police and wait till the police arrive and let them deal with it - it's illegal for children that age, so I imagine social services will get involved to monitor them and their parents.

We should be a role model a good one i mean.If this happens in my country,i will beat them and take them to their parents.But in other country you may be charged for child abuse.What should u do?follow the law of ur country.
