What is the best place to study for a foreign student? Austria, Germany or France

Hello friends, I need a help from you guys. I am from Sri Lanka and I am planing to move to Europe for higher education. so i am considering now three countries, they are , Austria, German, France. I am not very rich. So i need my expenses to be low. As i already to checked details in the internet I know France offer very low tuition fee. and low cost of living. but i heard it is hard to find part time jobs. Then Austria, as I found, Austira too offer low tuition fee and comparatively low cost of living. But I have no idea about part time jobs in Austira. And then finally Germany, As i was informed Germany tuition fee is free. But I have no idea about part time jobs and living cost in Germany. Therefore Can you people advice me regarding this matter ? I hope there are people here from those 3 countries. Actually I need low tuition fee and at the same time a place where i can earn some good money by doing a part time without facing more difficulties. what is the best as you think? Thanks you. !!!
