Well, lets see...I think you simply will not be married. At least not to that person. You really shouldn't say yes if you don't believe you have a future with that person anyway. Saying no isn't bad if you really believe it is the right thing to do.

it depends about the explination after the no and the person doing the proposal. if the reason you said no doesn't insult the other person, like you're not ready..then it shouldn't matter all that much...
