How can I take a decision about my job?

I am a design engineer at a foreign Auto component company, but there is no opportunity to move up. 1. I want to change my job, but worry about the new job. 2. I want to buy a new house in any other cities(now I am in Shanghai, because the home price is very expensive, so I want to leave from Shanghai). May be other cities have cheaper home price than Shanghai ,but other cities have few working opportunities, even though have some, it may give lower pay than my present salary. so for me I am entangled with my mind.
