Do You Agree-or-Disagree with Obama's Position on Criminal-Justice? #POTUS #BarackObama

As the first 'fedral prison'-visit by a sitting U.S. President, Barack Obama toured El Reno Correctional Institution (in El Reno, Oklahoma) and made a statement for the press:

He basically said that prison-sentances (like 20 years for drug-possession etc.) were mostly too strenuous, aren't stopping crime from occurring and (possibly a big reason-WHY they're not stopping crime) are costing taxpayers 80-billion dollars a year---think about it; it seems to be a choice between 'stressful responsibility with freedom' or 'tax-free, debt-free imprisonment ... maybe more-dangerous, but far-less responsibility.'
He said, "My goal is that we start seeing some improvements at the federal level and that we’re then able to see states across the country pick up the baton, and there are already some states that leading the way in both sentencing reform as well as prison reform and make sure that we’re seeing what works and build off that," ... I'm not sure what 'improvements' he's talking about (dang website keeps 'cutting-off'), nor what exactly he'll be doing except 'ordering sentences shortened' (and maybe putting legal limits on sentence-length).
But I think it's something like the Heaven/Hell construct: Better behavior earns a higher place in the Kingdom, worse behavior (not "sin," just not AS good as others) earns you a lower place.
And they're called "correctional facilities" because we are AIMING to train the people we put in to be worthy to get out, yes?
And what gets me is that he says 'taxpayers spend that much.' Do you think that is to say that--if his criminal-justice reform-bill goes through--we'll be paying LOWER TAXES?
