One way you could say it: "I am a foreign student. I would like to make friends and learn English here." In some cases reply and respond can be used the same : I will reply to your question I will respond to your question If you're talking about a reaction to something, you can say: How did the patient respond to treatment? , but you can't say How did the patient reply to treatment?
