is this in response to the usual $5 off a gallon or X amount off of five gallons that they run off and on?

A rebate is a portion of the purchase price. So an item must OFFER a rebate in order to qualify. Just go to customer service at Lowe's with proof of the rebate offer and they can tell you what you need to do. Or check out their online store help page........Good luck.
