How come an unlimited call/surf was never unlimited?

I am not so happy to realize that a telecommunication company such Globe Telecommunication and Smart Communications really don't satisfy the demand of their customers. They offer UNLIMITED CALLs but in reality they will suddenly send you a message telling you that your subscription was suspended for making consecutive phonecalls. Even in their UNLIMITED SURF promos, they would suddenly inform you that they reduced the speed of your internet due to large amount of downloads per day. I am frustrated but can do nothing except to whine and find some other people who experience the same thing.
