Tattle-tell or not?

If you should see someone stealing electricity, would you tattle-tell on them? It is against the law and a crime. Or would you feel compassion and think that they have no other choice, giving the benefit of the doubt and allowing them to do so without retribution?

I have to agree although have seen some steal electricity because they had no choice. It was not a long term thing. They just needed to take care of their loved ones. I guess I would do the same. I will find out if the time ever warrants such an action.
