What is the definition of Climate?

Is climate be defined as a range of averaged weather conditions for a period of three decades or can we redefine the concept from time to time. How far the climate concept is standardized. Is climate country specific? or the measurements country specific. If we establish climate standards per country, will it be a good practice. If a group of nations think about it, can we make a common step towards climate measurements.Can we control the climate variations over a group of countries. Let say climate friendly countries for example, can we term those countries which are climate friendly.

There are a lot of questions there! Can we agree that climate is the totality of weather patterns specific to a given region. This includes the range of temperatures, sunshine totals, rainfall, weather events, etc, etc.
Measurements are made according to accepted worldwide standards and are therefore trustworthy wherever they are taken.
What do you mean by "climate friendly"?
