Can wind mills and solar panels be built on buoys on the ocean surface?

If wind mills and solar panels are built on buoys on ocean surfaces,will it be affordable.Again the transmission of power generated would be a problem. If we develop an equipment which can store more power, then the powered cells can be brought onto the shore and then can be supplied to domestic needs. We can plan to built one such a kind of system nearer to shorelines so that the transport would be easy. Since solar panels work for some time, wind mills can work all the day. Another problem is that how these systems affect the local coastal life. so the damaged or polluted areas may be selected first and the area which is endangered can be used. Without destroying the aquatic habitat, will it be useful.

As long as it would not make the water hot for the ocean life. Or the ocean life would turn them over.
