Mercy, pity, and compassion. What is the lowest and highest form of these qualities?

I believe pity is the lowest form of these qualities because pity is being sorry for who is the person is while compassion is seeing the positive in the person and being sorry for what happened to the person.
I feel like compassion isn't the highest form in my interpretation because it's something that can be decided right away over longer periods of time while mercy is the highest form because it is an unexpected action you take despite all of the negativity building up inside for long periods of time. Nothing makes injustice right except for mercy because what is expected can still be loathed while what isn't expected is usually pleasantly accepted despite the surprise that came with it. Its true that justice is what is right in past and present but mercy is what has become despite being pushed too far. And sometimes justice ignores the becoming process because of the past unlike mercy which focuses on the becoming process.

I find it hard to put them in a hierarchy, because I believe one quality can lead to another and they're all interrelated. Some might think pity is the lowest, but if that leads to mercy and compassion than it actually is the most important one.

I would go for Mercy,compassion and lastly pity. Pity sometimes is on the negative side because it never helps. No matter how much you pity someone the pity can never help
