It is a basically a discussion site and users interact here with their through their discussions and responses/comments/counter comments etc.
When you interact with other users regularly, there is likelihood that you will become friends with them.
You could start a new post or you could respond to a post started by others. It would be better if you go through FAQs and guidelines on this site.
