Don't bring problems, bring solutions

The title is a phrase which really irritates me. Working for a large organisation, I'm lowly clerical staff. The unit manager is seven pay grades above mine, earning a very nice salary. There was a time when you could ask advice from senior staff, and they would give support by answering queries or taking action to make things run smoothly. Over the last couple of years, as a business, this has changed to, " Don't bring problems, bring solutions. " In other words, sort it out yourself, then let everyone else benefit from your ideas. This might be okay if there was some kind of recognition for your efforts, but it seems expected. Excuse me, I don't earn enough to be solving management problems. I'm not trained for it, or rewarded for it. There is no chance of promotion because of the input. If I say nothing to highlight a problem, nothing will happen at all, yet if I don't have a solution, apparently I'm just moaning. Blah! Rant over. Nothing solved, but thank you for listening.

That would make their job pretty easy if you were bringing the solutions for them.

I think that's the plan. Either that, or to discourage people raising issues.
