My wife gifted me woolen shawl last year, it was made of fine lamb wool but after some time it started shrinking with every wash. Now it is reduced in size and now it is smaller then before , what can I do? Is there a way to expand it to normal size

Unfortunately, no. Once the wool fibres have contracted and shrunk, there's no way to restore them. Lamb's wool is very delicate and should be gently washed by hand in lukewarm water with a good, soft soap only, then rinsed and carefully spread out to dry. If the water is too hot and the material is handled roughly, the fibres curl and shrink and the whole article will shrink and felt to a fraction of its original size.

I don't think there is any way to make the shawl bigger. With lambswool garments you need to wash it very gently and carefully ease it out to size. It should be laid flat to dry. I don't think you can save this shawl but you will know what to do with the next one.
