Accident everywhere

My husband's cousin told us a very horrible news yesterday. He told us that he saw an accident on a road not too far from our subdivision. He said he saw a grade 1 student that covered with her own blood because a huge truck was accidentally hit her while its reversing and the driver didn't notice her. The grade 1 student is on her way to their house. The first thing that came to my mind is why the parents allow their young child go home alone, why they did not accompany her or pay a school service for her safety.
You guys, what do you think about road accident like this?

I witnessed how people over there in the Philippines don't seem to worry much about the dangers on the road. They cross anywhere they could in the middle of speeding vehicles..

I agree, many of my fellow citizen don't follow the road rules. There are times that I don't blame the driver but the one who got injured, depend on the situation. There are many signs saying do not cross but they're still crossing and when they get hit they blame the driver. Here in my country whether the crossing person is the one who made the wrong move the driver is still in charge and get in jail.
