It certainly doesn't! The behavior that caused the person to say 'I'm sorry' needs to be ammended. 'Sorry' in the dictionary, is found between 'sh*t and 'sympathy'.

i think not...the harm has been done.but by saying sorry it just mean that you are repenting,you regret and wanna make up for your wrong doings
