Electric shock?

Two days ago I saw someone getting it when he was doing some reparation work (I guess) on the roof of a shop. They brought him to the nearest hospital but he didn't make it. Very sad!

Was he wearing protective gloves, safety shoes and clothing? I always see to it that i do that whenever i go up on our roof ( we have solar panels) or when i need to paint and remove leaves on the gutter. I also see to it there's no rain, not even a slight drizzle
