To be Or not To Be

"To be Or not to be, that is the question" -- Shakespeare
One of my cousin's daughter has a school homework of explaining this line by the great dramatist Shakespeare. She asked me about this but unfortunately I have limited knowledge.
Can anybody shed some light & please help me with this ?

This sounds like an assignment where she needs to use her own judgement and what she thinks is the definition of it.
For me, however, "To be or not to be" would refer to decisions that need to be made, or actions that need to be taken. If nothing is done than it is "not to be." I am sorry I couldn't be more complex with the answer.
