In the Philippines, my iPhone hotspot automatically worked when I subscribed to one month unlimited surfing. No apps needed. It is a default feature on iPhone and Android phones. All you need is turn it on/off. Some android phone's hotspot do not work when bluetooth is on but iPhone works better when wifi and bluetooth are on. Also check your settings. Some device's tethering don't work.

Ask your phone company if tethering is authorized and included in your subscription. A few phone companies are forbidding tethering and they can detect it easily except if you have installed an app to bypass their control. There are a few apps working for Android, but they are not free or are time limited.

What company is your phone service through and what towers does your phone use? I also need to know what kind of phone you have?
Uhm... I sell cell phones, both contract and pre-paid for my living. I might be able to render assistance, if you are interested?

@sherryeb Are you REALLY using Verizon or are you on Straight Talk using Verizon's towers, or possibly using a Total Wireless phone using the Verizon Towers? Or maybe even US Cellular phone on the Verizon towers, a Tracfone or Net10 phone using the Verizon towers?
If you really do have a Verizon phone and it is on Verizon's towers and not through Straight Talk's service, then have you paid Verizon to add the mobile hotspot to your contract?
