God, as in the Christian God? He wouldn't have to lie, as that is what disciples, priests, and evangelists are for.
I'm not meaning to be callous. Really. But take JUST A SECOND to think about this. Is there ANY reason that (playing along with Christian beliefs) an allpowerful entity would have to lie, ever? If he is allpowerful, and we all follow the plan...what difference would it make?
And who would a God lie to? Maybe he does. Think about it - false hope COULD just be god lying to you.
In the end, it really doesn't matter whether an allpowerful deity can lie or not. Are you going to stop him, slap his nose with a rolledup newspaper?

Yep that is true - although to be more specific, the text of the Holy Scriptures states in various places that God will not break his covenants with humankind.
