What's with the people approaching me at the street?

Lately, I have been a approached by the two different girls. The one I think twice at different occasion and the other one was today. I remember there is one guy who also try to talk to me. They are all standing at the street and looking for someone they can approach. I turned them down all at the start. why? because I am afraid that it might be one of the scam. I don't want to know about their business so I'm not interested. If you live in my country, you will understand why I didn't entertain them. With all the fraud, scams and crimes happens here, I just protecting my self.

They can't blame us. These criminals are doing everything to get money. We have to be cautious and careful.

I learned that in Singapore, the beggar or anyone soliciting needs permit. In my country, soliciting needs not permit. But it is still depends on the people if they will give money. I'm not sure if they are head hunter (hunting for applicant in call center) or they are asking for money so they can go home. Before I give money to those asking, but now that I know this is not true and just people's alibi to get money from people they know.
