Which US bank opens accounts for non-US residents?

I know Wells Fargo Bank opens accounts for non-residents of USA. But their rules are very strict. I read somewhere another US bank opens accounts for non-US residents(as aliens)which account can be used for linking to Paypal and get verified. Perhaps some one who knows can answer. And your answer will be useful for Interessted International paypal users to open US bank account. Thank you

For non-U.S. residents to open a U.S. bank account is like, to most who don't have the information - a pipedream . But,some have researched and have since carried on without stress, in opening their own U.S. bank account .
