Was the counter-culture of 60s best time for development of music.

@JolietJake Ok let me rephrase my question: Were the band that started in the 60s era created the best music that has been till now and after they disbanded, the quality of music declined?

Are you referring to the development of rock and roll? The most important era for the development of rock is the 1950s with Elvis, Jerry Lee, Little Richard etc. These are the icons influencing all others who came after including British invasion, heavy metal, counter culture, punk, alternative, whatever. All that followed those originals was mere reinvention of their foundation.
