As a parent the moment your child moves into higher education, it is a new stage. My child is now at the stage of choosing universities. She wants to further her education in the US. She has applied for both the private universities and the public ones. The public ones while being cheaper, do not offer much financial aid while the public universities, those more expensive has better financial packages. Yet, we we told that asking for aid would lower your chances of acceptance. After all, why should a university want to pay you to study there? What do you think?

Both my sons won small scholarships, both to private universities. We were lucky not to need aid. I wish your daughter success.

If your child has a special talent, then all the universities will want her. The special talent may not be academic too, such as her talent in music or art or sport.

It is the same here. Public ones are cheaper than private ones
