Leaving job in early 40's

when a person turns 40 years old, its not considered good for him to leave the job one has and search for a new one. It is because getting employment at this age at a position one already has at the previous job.
and starting from a low position at workplace ain't worth.
although some people are lucky enough to find job since they have experience...
Still, is it good or bad?

I am 44 and just submitted my letter of resignation a couple of weeks ago. I quit my job not to look for a new one, but to start a new business using my skill set.
My point is, at age 40, one must already have gained or mastered at least one skill set that he could use as a bargaining chip to his next employer. Starting a new job, doesn't really mean you have to start from the bottom.
If he doesn't have a specific skill set he could be proud of, then that is bad.
