Disability Tax Credit Letdown

Hopefully this is only a temporary let down. It's like my husband said, "I'll believe it when I see it."
My happy dance has screeched to a crawl. I got an email (at 4:30 on a Friday of course when I can do nothing until Monday) from the organization that handled the application process on my behalf for the disability tax credit. The email said I (or my husband) would be receiving $1,392+ from the government on March 14th and I would then have to pay them $472+ for their services. What happened to retroactive 10 years? What happened to the $17,000+ I'm supposed to be getting?
As I said, getting this kind of email late on a Friday frustrates me because I can't do anything until Monday. I called and left a message but obviously won't hear from them until after the weekend.
I'm assuming this money is just for the 2014 tax year and will be getting the rest later... hopefully in one lump sum because every time they send me money I'm going to get billed from the National Benefit Authority... unless the government is helping me out by only indicating that much and all further communication will be directly from the government to me saving me thousands of dollars. But I doubt that.
So, "I'll believe it when I see it," was a good thought on my husband's part. He was not optimistic and I figured it might be too good to be true.
