Spirit of Houdini should be controlled or not?

There was this boy, who was so spirited that if you locked the door, he climbed out of the window. If you put locks on the garden gates, he jumped over the fence. Should we: a) Chain him to his bed? b) Lock him in a windowless room? c) Admonish him severely? d) Do something else? Of course, this is entirely imaginary. The question may be taken as a metaphorical analogy to daily life.
