Could somebody explain me what does "lay in numbers" mean in the story down below ?

however , alone Robin Hood could do little. He therefore sought allies, men with grievanches and deep sense of justice . Later he welcomed all who came , asking few question , and demanding only a willingness to serve . Strength , he believed , lay in numbers .

In the context that it has been placed, "Lay in numbers" means that the greater number of people the stronger they became. So, he needed more people to make his group stronger.
