Neither is negative.
Example : "Neither of us wanted to go out to eat today."
Either gives options.
Example : "We either go out to eat or stay home and cook supper.."

EITHER is always paired with OR and is usually positive; example is "Either her mother or her father will join the celebration".
NEITHER on the other hand, is always paired with NOR, and it is on the negative; example is "neither her mother nor her father will join the celebration".

I like them both so I would be happy with either of them.
I don't either of them, so I would pick neither of them.
