It depends on the plant but most flowering plants need roots. I buy new flowers and ornamental plants at our weekly market

I think your mom is right. Most flowers wouldn't regrow once cut. As mentioned below, there are some plants that can grow from a cutting. But it's not usually the flowers that people cut for that!
If your bouquet happens to contain seed, on the other hand, you could plant the seeds to grow more flowers. Daisies, sunflowers, and marigolds are examples of flowers that would contain seeds you could try growing.

I don't think you can, some plants can be grown from cuttings, but you have to know when to do it, which plants work best and how to cut them correctly.
Flowers that come from a bulb for example can't be replanted in this way, but flowers from bushes (like roses) can be planted from a cutting.
I'm not really any kind of gardener, but I do know a little about a few things here and there because my dad loves gardening.
