Aside from Unionbank EON card, you could also apply for BPI e-prepaid card. These are your options if you don't have a credit card.

@wongchoiyee I have Payoneer and other ViSA/MasterCard but didn't work. The best is Unionbank EON.

In the past when I verified my account, it was easy. I input my bank information and later I received a few cents from Paypal. After that, I input the amount number to my Paypal account and the verify is finished.

yes my advise is also same as others, get a debit/atm card nowadays with VISA/MASTERCARD logo and verify your paypal. I live in Malaysia and the procedure to get verify paypal is also the same in Phillipines.

@AkoPinay i think it's because in some regions, either there are no unionbank branches or they're quite far, while others don't like the annual fee.

@PapaBits look for the best, not the cheapest sometimes the cheapest will give you more troubles I tried different cards but I just wasted more money instead of saving. Unionbank EON is the BEST.

You can add a credit card to verify it. If none, any debit card with Visa or MasterCard logo will do the trick.

@PapaBits As long as it has the Visa or MasterCard logo, you can. Just call the bank to get the PayPal code to verify your account. PayPal will charge you 100 pesos but it will be refunded back once the account is verified.
