Who rates the discussions and responses?

I do and i usually give a positive rating, unless I found the person to be very rude and offensive, then I will give a minus, but it is very rarely.

I try to the best I can. Sometimes I don't always get around to rating, but I do try. And like you I tend to give a positive unless it was rude or didn't relate at all to the question/topic.

Yes I rate all the discussions that are to the Post and that are decent replies and advice and that is most of them so yes I do and I also mark best response
