Are these swim rings sold in the countries except China?

I'm a chinese Mama n I got a baby girl recently.
Many new mothers around me took their babies to swim within "swim rings" just like the pic I posted.
Will mothers do the same thing in the countries except China?
I'm afraid this kind of swim ring wil hurt the baby's neck.I'm wondering if these swim rings which around the kids' necks safe for them?are them sold in the countries except China?

Yes, true, better the kid learns swimming later rather then with a ring around his neck

Yeah I'm in China now, my mom in-law wants to take my girl to swim in this kind of swim ring,but I'm afraid that thing is going to hurt her neck.
I read a report early that tells this swim rings will do harm to the children's necks but most moms seems don't care about that.I'm a little confused now.

When u put it on, you should see if the kid is comfortable or otherwise remove it.
